PFAS Doesn't Stop at the Regulatory Line

I was talking to someone at a scrap metal facility last month. They said their latest shipment of automotive residue came in clean on paper. But the water table doesn't care about paperwork.
PFAS—per- and polyfluoroalkyl substances, or "forever chemicals"—don't behave like most industrial contaminants. They don't degrade. They don't stay put. And they're everywhere in metal recycling operations, whether the regulatory status quo acknowledges it or not.
Here's what's actually happening. Metal recycling yards, particularly those handling end-of-life vehicles and automotive shredder residue, are sitting on an accumulating problem. The lighter materials that don't make it into the recycle stream—plastics, foam, composites—they're all sources of PFAS. Brakes. Coatings. Waterproofing compounds. It's embedded in parts that were designed to last a lifetime, which is exactly the problem.
Stormwater running through these facilities picks up PFAS and carries it into groundwater. Soil contamination spreads outward. It's not dramatic. It's diffuse. And it crosses property lines and regulatory boundaries as if they don't exist.
The thing nobody wants to say directly: metal recyclers are sitting on PFAS accumulation they didn't create and mostly can't see. Automotive shredder residue concentrations vary wildly—from a few micrograms per kilogram up to over 5000. Some of that will leach. Some won't. But more vehicles are coming, and they're designed lighter now, which means more synthetic materials, more coatings, more PFAS in the waste stream down the road.
Actually, that's not quite right—it's not just down the road. It's seeping now.
Regulations that require facilities to manage their own site don't address the movement of contamination off-site, which happens constantly through water and dust. A facility can meet every rule on the books and still contribute to regional groundwater contamination. The regulatory framework assumes containment is possible. It often isn't.
The regulatory line assumes the problem stops at the fence. The chemistry knows better.
