When these three pieces connect—the resident knows what's expected, you know what you own and where it is, and the collector knows exactly what to pick up—the whole thing stops feeling like a moving target.

Most cities spend years chasing lost carts and wondering why their per-household cost climbs every contract renewal. The answer is usually sitting in the gap between what they own, what residents think they're supposed to do with it, and what the system actually sees happening on any given Tuesday morning.
