Two Groups Are Betting on Reuse Systems in California. Here's What They're Actually Doing

I read about the Circular Action Alliance investing in something called Closed Loop Partners' Reuse Cities Initiative. Sounded abstract at first. But actually, it's quite concrete—they're trying to build working reuse systems in California.

Here's the setup. California has this law called SB 54, which basically says producers need to take responsibility for their packaging waste. That law is supposed to go live in January 2027. Not that far away.

The problem is obvious once you think about it. Nobody's built reuse systems at scale in California yet. Everyone talks about reuse, refill, circular this and circular that. But there's no infrastructure. No playbook. No proof it works outside a pilot.

That's where the partnership comes in. Circular Action Alliance—which is the nonprofit organization California named to run the whole thing—decided to fund Closed Loop Partners' work on what they're calling the Reuse Cities Initiative. Part of something bigger called the NextGen Consortium.

So what are they actually building? More or less, they're laying groundwork. Developing systems that could work at scale. Working with communities. Actually, that's not quite right—it's more about infrastructure and insight than community relations at this stage. They're trying to figure out how reuse and refill for packaging actually functions when you're not running a one-off trial.

The Circular Action Alliance is also the PRO—the Producer Responsibility Organization—which means it's running California's whole extended producer responsibility scheme. So this investment in Closed Loop Partners' Reuse Cities work sits inside that broader mandate to expand reuse and refill solutions under SB 54.

California's got goals. Ambitious ones, something like that. And the infrastructure isn't there yet. Two organizations decided the thing to do was stop talking and start building.
