This isn't radical. It's not even particularly novel. It's basically saying: let's have one set of rules instead of fifty different ones, and let's make sure those rules reflect technology that actually exists in 2026.
The bipartisan opening exists right now. That's unusual enough to matter.
Because when you talk to people actually inside the waste industry—facility operators, equipment makers, communities trying to run programs that don't bankrupt them—they don't want chaos. They want to know what the rules are and build toward them. You can't do that when the landscape keeps shifting.
