Why Solar Panel 'Recycling' Is Just Landfilling With Better Marketing

I was reading through some waste industry reports the other day. The headline was about solar panel recycling. Except nothing was being recycled.

Here's what's actually happening in the US right now: less than 10% of decommissioned panels are being recycled, according to the National Renewable Energy Laboratory. The remaining 90% either lands in a landfill or gets shipped somewhere it becomes someone else's problem.

The economics are obscene.

Landfill operators charge $1 to $5 per panel; actual recycling runs $15 to $45. When you're managing thousands of panels decommissioned from a utility-scale solar farm, that difference disappears straight into someone's spreadsheet. Landfill it is.

The technology exists to recover valuable stuff—aluminum, silicon, copper, silver. All recoverable. But none of this happens unless there's money in it. Actually, that's not quite right. Some of it happens. Just not here, not at scale.

Most of the time, panels get classified as hazardous waste (because older units contain lead in the solder). That classification pushes costs up further, making landfilling even more attractive by comparison. It's a trap built into the regulatory structure itself.

Meanwhile, the material value sitting in these panels is extraordinary. By 2030, recoverable raw materials from end-of-life panels globally could be worth roughly $450 million. By 2050, the US alone will have an estimated 10 million metric tons of end-of-life panels stacked somewhere—most of them not being recovered.

Some states are starting to move. New Jersey passed a mandatory recycling law in January 2026. Texas banned landfilling. But a federal framework still doesn't exist, which means half the country has no rules at all.

The industry talks about panels being "95% recyclable in theory" because of their material composition. That's marketing. It's not what happens. What happens is panels sit, and the valuable bits get lost.

For people in the metals and materials business, this is a signal—there's either massive waste coming or massive infrastructure opportunity. Probably both.
